Shukor Yusof, founder of Endau Analytics, notes that “Vietnam and Thailand have more to offer in terms of culture, food and, more importantly, security. Apart from Angkor Wat and the Killing Fields, there aren’t other spots to lure tourists to Cambodia”.

How Was the Airport Funded and Developed?

The Techo International Airport project is being developed by Cambodia Airport Investment Co. (CAIC), a joint venture between the Cambodian government and the Overseas Cambodian Investment Corporation (OCIC). The ownership structure breaks down as follows:

  • State Secretariat of Civil Aviation (SSCA): 10%

The project’s financing journey saw an initial plan for a $1.1 billion loan from the China Development Bank, which later withdrew from the agreement. This led the developer to issue airport bonds in November 2021 that raised $300 million, with OCIC disclosing that all the $500 million budget for this phase originates entirely from Cambodia. In December 2023, about 22 Japanese companies began considering investment into the project, following a visit by Prime Minister Hun Manet to Japan.
